Watershed issues and traffic jams in the time of evacuation are Baytown's greatest needs. This is only obvious in a time of emergency. Everything else is secondary. Baytown needs to be prepared to get water, ice, and MRE's to citizens when extreme weather causes us to hunker down (because unless you leave two days prior to an event, you will historically be stuck here .
