Texas lawmakers vowed to create safeguards against future power outages after February’s deep freeze buckled the state’s unprepared electric grid and left more than 4 million people without power, and killing more than 150. And just like the grid, lawmakers failed.

Attention to the fixing the root causes of the blackouts fell by the wayside as GOP lawmakers raced to pass conservative laws over abortion, guns and voting restrictions.
