On the front page of today’s paper, we are beginning a 10-part analysis of the proposed amendments to the Texas Constitution prepared by the Texas Legislative Council.
The council was set up to provide “nonpartisan service
to the Texas Legislature and legislative agencies.”
In doing so, it must present both sides of a partisan issue, reflecting both the pro and con view of legislation, such as the 11 constitutional amendments on the Nov. 3 ballot.
In many cases, the language of legislation is hard to understand by even those who follow the Legislature.
Included in the council’s analysis is a short summary of the amendment — what it was designed to do — and a summary of the comments by supporters and opponents of the measure.
In the first installment of the series, we have decided to link propositions 2 and 3 together because they both deal with the same subject — how your property is appraised.
Also, we will not run them in the same order as they will appear on the ballot because some of the issues — such as eminent domain and Tier 1 schools — figure more prominently in the area than many of the others. But we will run all of them in an effort to provide you with the nonpartisan views of the agency that reports on legislation.
Early voting began Monday, and we urge everyone to take a look at the issues and go the polls to cast their votes.
