Beach City approves CenterPoint agreement

Beach City Council members approved a new 30-year franchise agreement with CenterPoint Energy at their Tuesday meeting.

According to Mayor Guido Persiani, the new agreement replaces one that was to have expired in 2016. The new agreement lasts through 2036.

The agreement is a standard one that the electric transmission company is hoping to reach with numerous area municipalities after recently entering into a settlement agreement in a Public Utility Commission preceding over potential overcharges to consumers.

The Baytown City Council had the first reading of a similar franchise agreement at its meeting Thursday night. There will be two more readings at subsequent meetings.

Persiani said the Council made some minor changes to the boilerplate agreement to tailor it to the city’s situation. Now the contract only awaits the final agreement from the company.

Under the agreement, the franchise payment amount is fixed at approximately $68,000 annually. But if the city uses more power in a given year, an “annual factor” is added to the base amount.

The city will be paid monthly instead of quarterly, Persiani said.

The council members also approved an ordinance granting a franchise agreement with Natural Gas Company. It is based on a generic agreement with CenterPoint Gas, which also serves part of the city. That agreement expires at the end of this year.

Council also approved a preliminary plat for Oaks at Houston Point, a planned gated community at the city’s southern end. The development will consist of 52 plots of one acre or more.

The developers will provide water and sewer treatment services, Persiani said.

He said the Council approved the plat with a caveat that the developers preserve a historical marker which tells about a house that Sam Houston once owned on the land. The Council also recommended the developers include a park-like feature.

Councilman Tommy Clayton updated the council on a $5 million Texas Department of Transportation project to upgrade parts of FM 565 and FM 2354. The improvements mostly include the addition of shoulders.

Persiani said Council is planning to hold a community meeting on issues involving homeowners insurance. The meeting date has not yet been set.
