Old River-Winfree Council drafts budget

OLD RIVER-WINFREE — City Council prepared a draft 2004-05 budget that projects $191,159 in expenses and $142,005 in income during its meeting Tuesday night.
According to the preliminary budget, the city will have a projected cash balance of $42,125 and a certificate of deposit worth $22,456.
City Attorney Dane Listi told Council members that state law provides that if the budget includes enough unused funds to cover a deficit, the city can transfer those funds for that purpose. If unused funds are insufficient to cover a deficit, Council would have to adopt a resolution amending the budget.
Tuesday’s meeting was the second budget workshop. City Secretary Linda Murphy said there will be three public hearings before the budget is passed — one in August, one in September and another specially called hearing.
Councilman J.F. Steadham, elected in May after campaigning in opposition to the city’s two-man police force and municipal court, questioned the need for borrowing money to build an extension to the county-owned fire station for a carport for the city’s two police cars.
Steadham said that because the city plans to rehire the police officers only for a four-month period, he didn’t see the purpose of building the carport.
Councilwoman Gay Young replied that rehiring the officers for four months is to fulfill the terms of a federal grant, which funded the police department. After the grant expires, the city can rehire them again, she said.
“We need two policemen. We need more than that,” she said.
When Steadham asked why, Young replied, “to slow people down out here.”
Following the budget workshop, Council had another workshop on the city’s annexation plans. Asked by Steadham where the city would like to annex, Mayor Joe Landry said it was considering properties near the Sunnyside and Indian Ridge subdivisions.
