After all valid provisional ballots were counted, alderman candidate J.F. Steadham maintained his three-vote lead over opponent Robert Smith to win a seat on City Council.

The final vote count was 99-96. The count on Saturday, Election Day, was 95-92, with 11 provisional ballots. Eight of those ballots were deemed valid, and were counted Tuesday.

Steadham, 60, is the only candidate to win of three who had formed a bloc to ultimately change the process for paying fines and to eliminate the police department, among other goals.

Married couple Barbara and Clayton Barber ran as part of the bloc. They were defeated by Jerren Young and James Robinson.

Steadham, who owns a trucking business, said he would continue to seek the bloc’s goals on Council, despite his allies’ losses.

“Those questions will be asked and I’ll know what’s going on,” he said. “There will be no shady deals.”

Steadham said he wants people in Old River-Winfree to be able to pay for municipal tickets to the municipal judge’s clerk or by mail, instead of being required to appear before the municipal judge.

“I know people who have had to take off from work to go to the judge,” he said. “Why is it different in Old River? If you get a ticket in Dallas, Houston or San Antonio, you don’t have to appear before the judge.”

Steadham also said the city of 1,364 is too small to maintain its two-officer police department. Chambers County officers are sufficient for the town, he said. The police department is funded through a grant.

Steadham filed a lawsuit against the city last year challenging an ordinance that extended the city’s boundaries to include the portion of a property owned by Position 5 Alderman Linda Barber where her house is built. Steadham’s lawyer later filed a motion to have the complaint dismissed.

He thanked voters Tuesday.

“I appreciate people getting out to vote,” he said. “I thank people for voting, especially the people who voted for me.”
